Dinkenberger Passive AMD Treatment Improvements Project – Request for Proposals 2025

Friends of the Cheat (FOC) is a 501(c)(3) non-profit organization located in Kingwood, West Virginia, dedicated to the restoration, preservation, and promotion of the Cheat River watershed.

FOC requests submittals of Design-Build proposals for professional services necessary to accomplish the planning, design, construction, and contract and construction administration for the Dinkenberger Passive Acid Mine Drainage (AMD) Treatment System Improvements Project (from henceforth referred to as the “Project”) near Kingwood, West Virginia. This Request for Proposals (RFP) is issued to those entities which have submitted Statement of Qualifications (SOQs) pursuant to FOC’s Request for Qualifications (RFQ) or were previously approved by FOC and were invited to submit proposals in response to this RFP. The purpose of this RFP is to determine which short-listed Offeror will be awarded the design-build contract for the project.

Proposals (one electronic copy and one physical copy) must be received by the due date and time  set forth in the Proposal Schedule (02/24/2025, 4:00PM). The Price Proposal shall be submitted  in a separate sealed and labeled envelope within the entire proposal package. All submissions,  including hand-delivered packages, US Post Service regular mail, US Postal Service express mail,  or private delivery service (FEDEX, UPS, courier, etc.) must be delivered to the following  individual at the following address:

The electronic copy shall be sent to Madison Ball at madison@cheat.org with “Dinkenberger  Passive AMD Treatment Improvements Proposal” in the Subject Line. Do not include the price  proposal in the electronic copy. Neither fax nor sole email submissions will be accepted. Offerors  are responsible for effecting delivery by the deadline above, and late submissions will be rejected  without opening, considering, or evaluation, and will be returned unopened to sender. FOC  accepts no responsibility for misdirected or lost Proposals.
