1.  GENERAL INFORMATION

Friends of the Cheat (FOC) requests Qualifications for engineering and construction administration services for the Cheat River Rail-Trail project located in Kingwood, West Virginia.

This exciting initiative aims to enhance recreational opportunities, promote tourism in Preston County, and contribute to the overall well-being of the communities along the Cheat River.

Project Overview:

The Cheat River Rail Trail project involves the design and construction administration of a multi-use trail along the Cheat River. The trail will cater to a variety of users, including hikers, bikers, and nature enthusiasts, and is expected to become a key recreational asset for the region.

Qualification Criteria:

Friends of The Cheat is inviting qualified engineering and environmental firms with expertise in the following areas to submit their qualifications for consideration:

  • Civil Engineering: Experience in trail design, grading, drainage, and other civil engineering aspects relevant to trail construction.
  • Environmental Engineering: Expertise in environmental impact assessments, permitting, and mitigation measures to ensure compliance with regulatory requirements.
  • Surveying: Proficiency in topographic surveys, boundary surveys, and geospatial data collection to support the design and construction phases.
  • Construction Administration: Demonstrated experience in overseeing construction projects, ensuring compliance with design specifications, and managing project timelines and budgets. Special consideration will be given to firms with WVDEP Abandoned Mine Land Economic Recovery (AMLER) project experience.

Submission Requirements:

Interested firms are requested to submit their qualifications in accordance with the following guidelines:

  • Cover Letter: Introduce your firm and express your interest in the Cheat River Rail Trail project.
  • Qualifications Statement: Provide an overview of your firm’s experience, expertise, and capabilities in the specified areas:
    • Team members and organization chart with contact information and office locations for key personnel. Confirm your firm’s and personnel’s licensure in the state of West Virginia.
    • Proponent’s capabilities and experience completing successful comparable projects efficiently and on budget.
    • Demonstration of successful cooperation with local, State, and Federal agencies in successfully completing similar work.
    • Reference names, affiliations, emails, and phone numbers for 5 professionals familiar with the Proponent’s qualifications for complex recreation and economic development projects.

Proposal Submittal

The Proposal must be submitted electronically as a single PDF document to the FOC Project Manager by February 9th 2024.   It must include the subject line: “Cheat River Rail Trail.” The designated point of contact for each Proponent will receive an email confirmation of receipt of document.  Late Proposals will not be considered.

Withdrawal of Proposal

A Proposal may be withdrawn prior to the response deadline, provided that a request for withdrawal prepared by the Proponent is filed with FOC.  The withdrawal of a Proposal shall not prejudice the right to resubmit prior to the time set forth herein above.

Rejection of Proposal and Disclaimer

FOC reserves the right to reject any or all Proposals received in response to this RFP or to cancel this RFP or to terminate the selection proceedings at any time, if it determines such action is in the best interests of FOC.  This RFP does not commit FOC to award a contract or to pay any costs incurred during the preparation of the Proposal.  FOC reserves the right to eliminate the need for the Contractor to complete one or more of the project Phases and/or associated tasks, pending the outcome of preceding related Phase/task or issues, and/or the availability of project partners to complete that Phase/task.

Review and Selection Process:

A selection committee from Friends of the Cheat will review all submissions and shortlist firms for further consideration. Shortlisted firms may be invited for interviews or additional information as part of the selection process.
